Helo admin. This is my real and true phenomena (whether someone believe it or not). I was a pious muslim girl (remember, “was” is for pious not for muslim, mean i am still muslim alhamdulillah, but not pious anymore). I am from pakistan. my age is 23 (single), name is zarya. Almost 2 years back, i was a house caged and innocent girl. i did not even know any thing about sex and relations cause our family is very conservative and religious one. we (me and other sisters) were not even allowed to go infront of cousins etc or talk to them or any other stranger (ghair mehram). We are not allowed to go infront of our father or brothers without headscarf at home. one day, while searching websites, i accidentally, found a blog about hindu-muslim relations where i read comments of many muslim girls about hindu boys, their attitude, decency, moralities and their loving and caring behaviour with women. slowly i felt attracted towards hindu boys.
i left my id their with an invitation to hindu boys for friendship. in no time, many boys started chatting with me. i felt real love for them due to their caring and loving behaviour. In this way, after chatting on net, i used to develop feeling for real relation with some hindu guy. now i am in relationship with many hindu guys. i feel and know that it is sin because i am a muslim girl. but i cant avoid this. i am in great trouble. dont know what to do. please help me -Zarya

You must be aware that Muslims commit 91 percent of honor killings worldwide. A manual of Islamic law certified as a reliable guide to Sunni orthodoxy by Al-Azhar University, the most respected authority in Sunni Islam, says that “retaliation is obligatory against anyone who kills a human being purely intentionally and without right.” However, “not subject to retaliation” is “a father or mother (or their fathers or mothers) for killing their offspring, or offspring’s offspring.” (‘Umdat al-Salik o1.1-2). In other words, someone who kills his child incurs no legal penalty under Islamic law.
The Palestinian Authority gives pardons or suspended sentences for honor murders. Iraqi women have asked for tougher sentences for Islamic honor murderers, who get off lightly now. Syria in 2009 scrapped a law limiting the length of sentences for honor killings, but “the new law says a man can still benefit from extenuating circumstances in crimes of passion or honour ‘provided he serves a prison term of no less than two years in the case of killing.’” And in 2003 the Jordanian Parliament voted down on Islamic grounds a provision designed to stiffen penalties for honor killings. Al-Jazeera reported that “Islamists and conservatives said the laws violated religious traditions and would destroy families and values.”
“Crimes against women: ‘There are more honour killings than we know,’” from the Express Tribune, February 15:
LAHORE: “As many as 500 women and girls are killed for ‘honour’ in Pakistan each year, making Pakistan one of the most dangerous countries for women,” said Dr Muazzam Nasrullah, a public health specialist teaching at Emory and West Virginia University, USA, on Friday.
He was delivering a lecture on Honour Killings: A Public Health Perspective at the University of Health Sciences, organised by the UHS Department of Family Medicine.
Dr Nasrullah stressed the need to provide a platform to oppressed women. “This will help create an informed and supportive environment for advocacy for policies to eliminate violence against women,” he said.
He said, ‘honour’ killings most often involved women being murdered by their family members to avenge the ‘shame’ brought on through infidelity or culturally unacceptable behaviour. “This is a unique form of violence,” said Dr Nasrullah.
“Domestic violence is usually carried out by husbands or romantic partners…in this case the perpetrators are usually brothers or fathers.”
Dr Nasrullah said his study had tried to quantify the problem since data on the matter was hard to come by. He said he had used newspaper reports compiled by the Human Rights Commission of Pakistan for his study. He said 1,957 incidents of honour killings had been recorded over the past four years.
Most of them had occurred in response to alleged extramarital relations.
Dr Nasrullah said he was sure that the number of incidents reported was lower than the actual number of incidents, as not every incident makes it to the media. “The problem is much worse than what this study makes it out to be,” he said.
The average rate of honour killings in women between 15-64 years was found to be 15 per million women per year.
He said murders for ‘honour’ occurred all over the country under various names kala-kali (Punjab), karo-kari (Sindh), tor-tora (Khyber Pakhtunkhwa) and Siyakari (Balochistan).

In muslim countries rape and abduction of girls is a common feature.
Baluchi girls are subject to abduction and rapes by Pakistani army and police personnel. I would like to put here one of such incident, as under:-
On July 2008 three Baloch girls fell victim to an “honor killing” in the remote village of Bala Kot , Jaferabad, Balochistan . Similarly Dr. Shazia Khalid, a non-Baloch 32 year-old female, was raped in Sui, Balochistan in January 2005 by Pakistani military officers. Both cases are strongly condemned in Balochistan. Baloch leaders demanded that justice be served to both victims but due to Pakistani law enforcement and politician’s pattern of interference and meddling, both cases remain unresolved, remember “Justice delayed is justice denied”
According to the pro-state media, eye witness accounts described the two or three Baloch girls as being abducted at gun point with the use of government of Balochistan official vehicle on July 13-14, 2008 from the remote village Bala Kot, Balochistan. It indicates a clear lead for the law-enforcement and investigators to follow the case unfortunately within a Pakistani system, when key official figures are involved in such illegal actions, law enforcement and the judicial system become toothless.
Later police reports revealed that the abductors belonged to a Member of Balochistan parliament and one of their kin is the city mayor of Bala kot, Jaferabad, Balochistan. Furthermore the police made the case more complicated by releasing a conflicting report. First, police say there were three girls and they were shot, while there was another report saying that the girls were buried alive. Finally a final report reported that the two girls were victims of an “honor killing”. The case became murkier due to the law-Enforcement doubtful investigation.
“There is conflicting report within police department. Sometime they say they were shot, sometime they say they were buried alive, sometime they say victims were three than they say they were two.” (Says Lawyer, Sadiq Raisani, Representative of Balochistan Bar Association, in brief interview with Radio Gwank, Balochistan)
According to the Human Rights Commission of Pakistan each year 1000 so called “honor killing” occur in Pakistan. The fundamental question is, have these rape victims ever received justice from the government. If not, then the story of abductors story ends without punishment. “Every day, every single women’s are being raped and it is being reported in the press.. What chances they do have of winning this case… as a Lawyer I have to tell them very few, very few.” Says Asama Jahangir Head of “Pakistan’s Human Rights Commission” (Interviews by reporter Terence McKenna from Canadian Broadcasting Corporation, (CBC) February 28, 2006)
Pakistani media has taken this isolated honor killing case from Bala Kot, Balochistan blowing it up out of proportion globally. Their motive is to demonize Baloch tribal societies and customs. Baloch people have their own distinctive culture, custom, language, literature, history, and tradition which are different than the rest of Pakistan. Historically, Baloch women have helped their worriers in the battlefield, Balochistan tribal society have had nomadic women, they work shoulder to shoulder with their men to bring home meals each day. For example, they take care of livestock in the most remote regions of Balochistan, being Sheppard’s gazing free in their mountain along with their men without wearing any veil they feel safe and secure. They are helping to form the cultivation, walking miles to collect wood and carry it back on their head to make meals for the whole family. Baloch women are hard-working regardless of any basic facilities such as, school, hospital, drinking water and electricity. That is due to the repression of the Pakistani states. But their backwardness and illiteracy is not their fault, it is the ruthless state oppression. Those Baloch families who can afford to educate their females are going to university and college. There are many female Baloch doctors, nurses, lecturers, teachers, and office workers.

A pro-state patronage, Baloch tribal leaders and senator Israrullah Zehri made comments inside Pakistani parliament about the Baloch so called honor killing by saying “These are centuries – old tradition and I will continue to defend them.” They are “ Balochi customs”; he was wrong to begin with because throughout Baloch history there never has been such a case where women were buried alive.
“Senator (Baloch) Israr Zehri is living in the pre-Islamic era, the age of ignorance when Arabs used to bury alive their new born baby girls..(He) must be condemned on his brutal remarks to justify murder of innocents and defenseless (Baloch) women in the name of so called “honor killing” (says Senior Baloch intellectuals Abdul Samad Ameeri , Balochi-Culture September 12, 2008)
Although according to representative of Balochistan Bar Association Mr. Raisani “The pro-state Senator Israr Zehri (Baloch) later privately did apologized to the Baloch people by making such an unfair comments against Baloch customs.
But Pakistani media, TV, Nongovernmental organizations and Women’s organizations got a platform used that the senators’ remarks against Baloch customs. The state media is trying to divert the Balochistan crisis to global community through such propaganda.
“The military relies on (Balochistan) repression, killings, imprisonment, disappearances and torture to bend the Baloch to its will.” (Says Robert Templer, Director of the Groups Asia Program, United Press International, October 23, 2007)
A Baloch female student from University of Balochistan and an activist Fareda baloch says “ The Baloch women’s enjoy the most safety, respect, and equality just like other women’s in this region even they are treated better compare to the rest of the Pakistan.”
Due to the trust and safety among Baloch society she said “If you go today there is town called Bisema, in Balochistan there is no wall around their houses, houses are without doors but still Baloch people feel secure and safe.”
She was asking the Pakistani biased Media, TV, Reporters, Politicians and Women’s Groups Organizations: “I am asking where these all Pakistani pundit media, TV, was and reporter when January 2005, in Sui, Balochistan a non-Baloch female Dr. Shazia Khalid being raped by Pakistani military officers named Hamad? Where were they when (secular) Baloch tribal leaders Nawab Akbar Khan Bugti (former governor/premiers of Balochistan) stood for victim of raped non-Baloch female doctor Shazia Khalid, who demanded her rapist Pakistani military officers should be punished according to the law, due to that on March 17, 2005, Pakistani military bombarded his city Dera Bugti, in Balochistan, while 70, innocents Bugti tribes/Hindus women’s and children were killed? Where they were when their own former female Prime Minister Benazir Bhutto was assassinated by Islamic extremist and radical Jihad’s in Rawalpindi, Punjab? (Says a Female student, Fareda Baloch from University of Balochistan, and an activist, in brief interview with Radio Gwank Balochistan)
In the case of Dr. Shazia Khalid, in January 2005 she was working as family Doctor in Sui, Balochistan for the Pakistan’s Petroleum Limited (PPL) and she lived in the apartment provided by the government. She was living in high security zone of gas plant which was guarded by the Pakistani Defense Security Guards (DSG).
While she was sleeping in her apartment at night a military officer named Hamid attacked her. While his job was to be protecting her, Dr. Shazia Khalid says “ I tried using all my stamina to protect myself and save myself. He used my scarf to blindfolded me and he tied my wrists with telephoned wire… than he raped me..I tried to move, he would hit me whenever I tried to move he said, I have pistol, if you scream, if you try and call someone for help I will kill you.” (Says Dr. Shazia Khalid an interviews by reporter Terence McKenna from Canadian Broadcasting Corporation, (CBC) February 28, 2008)
When Dr. Shazia Khalid approached the authorities for justice her case was watered down by top state figures. Instead she was insulted by her Nation’s President Pervez Musharraf. While international reporter confronted him about her case in New York, President Musharraf replied “You must understand the environment in Pakistan. This has become a money-making concern. Here is a report of rape and crimes against syrian girls by muslims only.
There is an ongoing phenomenon involving Syrian girls being exploited for prostitution and minors being sold in all the countries hosting Syrian refugees. Despite media reports that have raised awareness about the issue and the scandals that emerged from the Syrian refugee camps outside Syria, human trafficking is still going on.
The details of these ongoing crimes are extensive. The cases of the dirty trade of Syrian girls escaping from the hell of war are remarkably similar, as are the cases of rape in Syrian refugee camps in Turkey, Jordan, the Gulf states, Iraq and Lebanon. The sexual exploitation of Syrian refugees is not confined to a particular country, and many girls are being sold at auctions.
The stories’ details are a mark of shame on humanity. The media hear stories of fathers and mothers selling their minor daughters in exchange for small sums of money. Some TV programs have re-enacted such cases in order to provoke human feelings.
A widespread phenomenon
The issue of exploiting Syrian girls who are renting their bodies is well known in all the countries mentioned above, including Lebanon, where the phenomenon has become so widespread that Syrian “artists” have supplanted eastern European ones in cabarets and nightclubs in certain tourist areas in Lebanon. [In Lebanon, legally registered prostitutes are referred to as “artists” in official documents.]
The “artists” sector may still somewhat be controlled by certain security agencies. But what’s not controlled are the Syrian prostitutes who have become prominent features on some main Lebanese streets.
Those types of crimes rarely register in the annals of the security forces because of the legal procedures required, inevitably ending with bringing the accused to a public trial. Most of these cases are closed after preliminary investigations at police stations, in ways that don’t provoke the prosecutors, who in turn don’t wish to “make a lot of noise” in such sensitive cases. Thus, most of these cases are buried in their early stages, with all those concerned turning a blind eye.
But some of these crimes do get listed in the annals of the Internal Security Forces. Over the past year, 27 cases were recorded involving Syrian prostitutes and their managers, all of whom were arrested and referred to the judiciary.
The stories of sexual exploitation of Syrian minors are many and almost identical. Two networks have recently been caught by the Lebanese Internal Security Forces’ morals unit. The networks were exploiting Syrian girls at seaside resorts in the areas of Wadi al-Zaina in Mount Lebanon and in Kfar Abida in the north. It was revealed that the first network, which was being run by a Syrian man and his Lebanese wife, was managing four girls. The second network was managing six girls, some of whom were minors.
Preliminary investigations, which were obtained by An-Nahar, show that the girls in the two networks have been subjected to the worst kind of exploitation. They were forced into prostitution through threats and violent beatings by their managers, who confiscated their identity cards and passports to prevent them from fleeing to the streets, where other networks operate.
The preliminary investigations show that the price of the “exploitation” varies depending on the girl, length of time spent with the girl and the location. The average price for a whole night is about $100. What’s striking is that all the money goes to the network and the girl does not receive any.
Tales and mysteries
Lebanon’s squares and streets have their stories about refugees being exploited in circumstances that are somewhat different from the “resort networks.” Those who pass through those squares and streets know that they are areas for finding clients. A number of girls stand at certain intersections in various Lebanese areas and pretend to be hitchhiking.
Someone knowledgeable about the issue told An-Nahar that minors are being used to the point that they have started competing with “European artists” in Lebanon, and that the prices of the minors are very low, sometimes as low as a few thousand Lebanese pounds, equivalent to just a few dollars.
In addition to this cheap exploitation, most revolting is when some fathers indirectly “sell” their minor daughters by agreeing to hold a so-called “off-the-record marriage” whereby a man offers the father money in return for the father’s approval for the “marriage.” The man then becomes the girl’s manager and rents her to clients without anyone stopping him.
In conclusion, gangs that exploit human beings, tragedies and wars are numerous and active. Urgent action is required at all levels to put an end to it.

Indian girl, 3, ‘raped’ in Bangalore school
The child returned from school on Tuesday and complained of pain that had been caused by “an uncle in school”, her parents told the police.
Police say they are questioning school staff and are waiting for a report on the child’s medical condition.
The incident comes three months after a six-year-old was raped by a staff member in another Bangalore school.
That led to street protests by parents and activists, with many accusing the school of not handling the allegations properly.
“We have registered cases for rape and the Protection of Children from Sexual Offences (POCSO) Act,” Bangalore Police Commissioner MN Reddi told BBC Hindi.
He said police were looking at security cameras for any leads. There have been no arrests yet.
The alleged assault on the three-year-old is the latest in a series of brutal gender-related crimes that have caused outrage in India.
Scrutiny of sexual violence has grown since the 2012 gang rape and murder of a 23-year-old student on a Delhi bus.
The crime sparked days of protests and forced the government to introduce tougher anti-rape laws, including the death penalty.
But the law appears to have failed to act as a deterrent. Statistics from the National Crime Records Bureau for 2013 show one rape was reported every 21 minutes.

Mangalore: A woman from Elyarpadavu, who had married a Bajrang Dal activist, filed cases of abduction and attempt to outrage her modesty against several Dal activists. She also alleged that Jagadeesh Shenava, president, Mangalore district unit of the Vishwa Hindu Parishad, had threatened to harm her parents if she didn’t marry the activist.
The complainant, who married Rajesh Shetty on October 16 at the Arya Samaj here, complained to Konaje police that she was drugged and coerced into marriage atened to get married to Shetty and not on her own volition.
In the complaint, she stated that Shetty, whom she knew through her elder sister through Facebook, had called her stating he wanted some money. After she gave him Rs 6,000 at his shop Laxmi Fancy on Market Road here, she alleged Shetty gave her spiked juice. After that Shetty made her get into a van driven by Praveen Kuthar, and she was taken to a finance firm run by Dinesh, where about 10 persons threatened her to get married to Shetty and converted. She stated that when she refused they threatened of harming her parents.
The complainant stated the next day she was taken to Arya Samaj where Shenava had threatened her not go with police lest he would kill her parents. In the meanwhile, Konaje police had reached Arya Samaj based on the compliant by her father that she had been kidnapped. She also said Shenava had made her sign a few papers and on October 17, they had taken her to Deputy Commissioner’s office and the accused had taken her thumb imprint on some more papers.
In between, she alleged that some four persons had tried to outrage her modesty at a house in Attavar. On October 19, she said she escaped from the Global Residency hotel when Shetty was in the bathroom.
Konaje police have registered cases under IPC sections 354 (Assault or criminal force on woman with intent to outrage her modesty); 147 (Punishment for rioting); 143 (Punishment for unlawful assembly,); 366 (kidnapping, abducting or inducing woman to compel her marriage, etc.); 342 (Punishment for wrongful confinement.); 323 (punishment for voluntarily causing hurt.); 506 (Punishment for criminal intimidation.).
Police Commissioner R Hithendra said: We have registered the case and are investigating it.
Shenava rebutted the charges. He said, ” These are baseless allegations. Four policemen were witness to the marriage and they should be first accused in this case. I came after police had left. The next day also the couple went to police station as the girl’s father had filed a complaint. This was a three year love affair culminating in marriage. At Arya Samaj, I told girl’s mother that the boy’s financial position was not good and they could even now take the girl back. It is a political conspiracy to shut me down since our protest had resulted in suspension of a Kavoor police station official recently. This had embarrassed both police and the government.”

A young Yazidi woman has begged the West to bomb the brothel where she is being detained and repeatedly raped by terror group Islamic State.
The unidentified woman alleged she was raped dozens of times in a phone call with activists fromCompassion4Kurdistan, which aims to raise awareness of IS’ persecution of the Yazidi community in Iraq.
“If you know where we are please bomb us… There is no life after this. I’m going to kill myself anyway – others have killed themselves this morning,” she was quoted as saying.
“I’ve been raped 30 times and it’s not even lunchtime. I can’t go to the toilet. Please bomb us.”
The woman’s phone call came just a few days after the UN said that IS’ persecution of the Yazidi community is “an attempt to commit genocide.”
The militants, whose insurgence in Iraq and Syria has claimed thousands of lives since June 2014, admitted in October that they are kidnapping hundreds of Yazidi women and forcing them into sex slavery.
Slave markets across Iraq have been used by the terror group as a way to recruit new fighters.
Compassion4Kurdistan acvtivists staged a mock sex slave market in London in October, to raise awareness of the grave violations of the basic human rights Yazidi women are being subjected to.
UN officials issued a joint statement in October condemning “the explicit targeting of women and children and the barbaric acts the Islamic State has perpetrated on minorities in areas under its control.
“We remind all armed groups that acts of sexual violence are grave human rights violations that can be considered as war crimes and crimes against humanity.”
The statement followed a UN study about IS sex slavery markets, in which a 13-year-old Yazidi girl gave her account of what happened to her after she was abducted by IS from her village in August.
“She stated that IS took hundreds of women who had not been able to flee to Jabal Sinjar,” said the report. “The girl stated that she was raped several times by several IS fighters, before she was sold to a market.”
In September, a report by Amnesty International warned that IS had launched a “campaign of ethnic cleansing” against non-Arabs and non-Sunni Muslims.
The NGO interviewed people from the Yazidi community in Iraq’s Sinjar region, who said the insurgents took dozens of people, including many women and children, to the outskirts of their village where they massacred them.

The hadeeth narrated by al-Bukhaari (5889) and Muslim (257) from Abu Hurayrah (may Allaah be pleased with him), that the Prophet (peace and blessings of Allaah be upon him) said: “The fitrah is five things – or five things are part of the fitrah – circumcision, shaving the pubes, cutting the nails, plucking the armpit hairs, and trimming the moustache.”
This hadeeth includes circumcision of both males and females.

Muslim (349) narrated that ‘Aa’ishah (may Allaah be pleased with her) said: The Messenger of Allaah (peace and blessings of Allaah be upon him) said: “When a man sits between the four parts (arms and legs of his wife) and the two circumcised parts meet, then ghusl is obligatory.”
The Prophet (peace and blessings of Allaah be upon him) mentioned the two circumcised parts, i.e., the circumcised part of the husband and the circumcised part of the wife, which indicates that a woman may be circumcised just like a man.

Abu Dawood (5271) narrated from Umm ‘Atiyyah al-Ansaariyyah that a woman used to do circumcisions in Madeenah and the Prophet (peace and blessings of Allaah be upon him) said to her: “Do not go to the extreme in cutting; that is better for the woman and more liked by the husband.” But the scholars differed concerning this hadeeth. Some of them classed it as da’eef (weak) and others classed it as saheeh. It was classed as saheeh by al-Albaani in Saheeh Abi Dawood. The fact that circumcision for women is prescribed in Islam is confirmed by the ahaadeeth quoted above, not by this disputed hadeeth. But the scholars differed concerning the ruling, and there are three opinions:
1 –
That it is obligatory for both males and females. This is the view of the Shaafa’is and Hanbalis, and is the view favoured by al-Qaadi Abu Bakr ibn al-‘Arabi among the Maalikis (may Allaah have mercy on them all).
Al-Nawawi (may Allaah have mercy on him) said in al-Majmoo’ (1/367): “Circumcision is obligatory for both men and women in our view. This is the view of many of the salaf, as was narrated by al-Khattaabi. Among those who regarded it as obligatory is Ahmad… it is the correct view that is well known and was stated by al-Shaafa’i (may Allaah have mercy on him), and the majority stated definitively that it is obligatory for both men and women.”

2 –
That circumcision is Sunnah for both males and females. This is the view of the Hanafis and Maalikis, and was narrated in one report from Ahmad. Ibn ‘Aabideen al-Hanafi (may Allaah have mercy on him) said in his Haashiyah (6/751): “In Kitaab al-Tahaarah of al-Siraaj al-Wahhaaj it says: Know that circumcision is Sunnah in our view – i.e., according to the Hanafis – for men and for women.”

3 –
That circumcision is obligatory for men and is good and mustahabb for women. This is the third view of Imam Ahmad, and it is the view of some Maalikis such as Sahnoon. This view was also favoured by al-Muwaffaq ibn Qudaamah in al-Mughni.

It says in Fataawa al-Lajnah al-Daa’imah (5/223):
“Circumcision is one of the Sunnahs of the fitrah, and it is for both males and females, except that is it obligatory for males and Sunnah and good in the case of women.”
Thus it is clear that the fuqaha’ of Islam are agreed that circumcision is prescribed for both males and females, and in fact the majority of them are of the view that it is obligatory for both. No one said that it is not prescribed or that it is makrooh or haraam.
Secondly:
With regard to the criticism of circumcision by some doctors, and their claim that it is harmful both physically and psychologically,
This criticism of theirs is not valid. It is sufficient for us Muslims that something be proven to be from the Prophet (peace and blessings of Allaah be upon him), then we will follow it, and we are certain that it is beneficial and not harmful. If it were harmful, Allaah and His Messenger (peace and blessings of Allaah be upon him) would not have prescribed it for us.
In the answer to question no. 45528 we have mentioned some of the medical benefits of circumcision for women, quoting from some doctors.
Thirdly:
We would add here the fatwas of some modern scholars who have responded to this war that has been launched against female circumcision on the grounds that it is harmful to health.
Shaykh Jaad al-Haqq ‘Ali Jaad al-Haqq, the former Shaykh of al-Azhar, said:
“Hence the fuqaha’ of all madhhabs are agreed that circumcision for both men and woman is part of the fitrah of Islam and one of the symbols of the faith, and it is something praiseworthy. There is no report from any of the Muslim fuqaha’, according to what we have studied in their books that are available to us, to say that circumcision is forbidden for men or women, or that it is not permissible, or that it is harmful for females, if it is done in the manner that the Prophet (peace and blessings of Allaah be upon him) taught to Umm Habeebah in the report quoted above.”
Then he said:
“From the above it is clear that the circumcision of girls – which is the topic under discussion here – is part of the fitrah of Islam, and the way it is to be done is the method that the Messenger of Allaah (peace and blessings of Allaah be upon him) explained. It is not right to abandon his teachings for the view of anyone else, even if that is a doctor, because medicine is knowledge and knowledge is always developing and changing.”
In the fatwa of Shaykh ‘Atiyah Saqar – the former heard of the Fatwa Committee in al-Azhar – it says:
“The calls which urge the banning of female circumcision are call that go against Islam, because there is no clear text in the Qur’aan or Sunnah and there is no opinion of the fuqaha’ that says that female circumcision is haraam. Female circumcision is either obligatory or recommended. Even though there is a fiqhi principle which says that the decree of a ruler may put an end to a dispute regarding controversial matters, the decree of the ruler in this case cannot be but either of two things: that it is either obligatory or recommended, and it is not correct to issue a decree banning it, so as not to go against sharee’ah which is the principal source of legislation in our land, whose constitution states that Islam is the official religion of the country. It is permissible to issue some legislation that provides guidelines for performing this procedure (female circumcision) in the proper manner in such a way that does not contradict the rulings of sharee’ah.
The words of the doctors and others are not definitive. Scientific discoveries are still opening doors every day which change our old perceptions.”
In the fatwa of Dar al-Ifta’ al-Misriyyah (6/1986) it says:
“Thus it is clear that female circumcision is prescribed in Islam, and that it is one of the Sunnahs of the fitrah and it has a good effect of moderating the individual’s behaviour. As for the opinions of doctors who say that female circumcision is harmful, these are individual opinions which are not derived from any agreed scientific basis, and they do not form an established scientific opinion. They acknowledge that the rates of cancer among circumcised men are lower than among those who are not circumcised, and some of these doctors clearly recommend that circumcision should be done by doctors and not these ignorant women, so that the operation will be safe and there will be no negative consequences. However, medical theories about disease and the way to treat it are not fixed, rather they change with time and with ongoing research. So it is not correct to rely on them when criticizing circumcision which the Wise and All-Knowing Lawgiver has decreed in His wisdom for mankind. Experience has taught us that the wisdom behind some rulings and Sunnahs may be hidden from us. May Allaah help us all to follow the right path.”

It is sunnah and an honor for women based on sahih narrations
We do not know of any hadeeth in which the Prophet (peace and blessings of Allaah be upon him) ordered that his wives or daughters be circumcised, but it is narrated that he (peace and blessings of Allaah be upon him) advised a woman who did circumcision in Madeenah as to the proper way of circumcision. It was narrated by Abu Dawood (5271), al-Tabaraani in al-Awsat, and al-Bayhaqi in al-Shu’ab from Umm ‘Atiyyah al-Ansaariyyah that a woman used to do circumcision in Madeenah, and the Prophet (peace and blessings of Allaah be upon him) said to her: “Do not go to the extreme in cutting; that is better for the woman and more liked by the husband.” This hadeeth was classed as saheeh by al-Albaani in Saheeh Abi Dawood.
According to another report: “Take only a little and do not go to extremes.”
It is also indicated by the general meaning of the evidence that has been narrated concerning circumcision, such as the hadeeth in al-Bukhaari (5891) and Muslim (527) from Abu Hurayrah (may Allaah be pleased with him): I heard the Prophet (peace and blessings of Allaah be upon him) say: “The fitrah is five things – or five things are part of the fitrah – circumcision, shaving the pubes, trimming the moustache, cutting the nails and plucking the armpit hairs.”
In Saheeh Muslim (349) it is narrated from ‘Aa’ishah (may Allaah be pleased with her) that the Prophet (peace and blessings of Allaah be upon him) said: “When a man sits between the four parts (arms and legs of his wife) and the two circumcised parts meet, then ghusl is obligatory.”
According to a report narrated by al-Tirmidhi (109) and elsewhere: “When the two circumcised parts meet…”
Al-Bukhaari used this phrase as a chapter heading.
Al-Haafiz ibn Hajar (may Allaah have mercy on him) said: What is meant by this metaphor is the circumcised parts of the man and the woman.
Female circumcision is done by cutting a small part of the skin that looks like a rooster’s comb, above the exit of the urethra. The Sunnah is not to cut all of it, but rather a part of it. Al-Mawsoo’ah al-Fiqhiyyah (19/28).
The Shaafa’is, the Hanbalis according to the well-known view of their madhhab, and others are of the view that circumcising women is obligatory. Many scholars are of the view that it is not obligatory in the case of women; rather it is Sunnah and is an honour for them.
But we would like to point out here that it has medical benefits to which attention should be paid, regardless of the difference of opinion among the scholars as to whether it is obligatory or mustahabb. This has been discussed in the answer to question no. 45528.

I counsel every Muslim man on the face of the earth, and also every Muslim woman on the face of the earth: Brother, take the little bit of trouble it requires to get yourself a book of fiqh! Inconvenience yourself a little for Allah’s sake. Just take five minutes. Any book–do you have the book “Fiqh al-Sunna” by Shaykh Sayyid Sabiq (may Allah have mercy on him)? Do you have “Al-Mughni” by Ibn al-Qudama, or “Kitab al-Umm” by Imam al-Shafi’i? Do you have Fath al-Bari’s explanation of Sahih al-Bukhari? Any of the books of fiqh–I mentioned to you some books of fiqh and some books of hadith–open any of the books of fiqh. Open them. That’s it, plain and simple.
Review the words of scholars. Don’t just take the words of Muhammad Hassan, or this shaykh, or that shaykh. Look at any of the books of fiqh from our imams, respected leaders, and scholars–ask them. You will find that our scholars have said that circumcision of women–there are some who say that it is obligatory while others say that it is commendable. Some say it is obligatory, and others say it is commendable. There are some scholars who say it is obligatory, and there are some who say it is commendable.
To whoever says that circumcision is an ancient Egyptian custom with no origin in the sunna, I say, Brother, review the words of the Prophet (peace be upon him). Let us consult the words of the Prophet (peace be upon him): “If you touch the male or female circumcision…” This hadith deals with the highest level of community health. In the highest level of health: “If you touch the male circumcision,” meaning the circumcision of men, “or the female circumcision,” meaning the circumcision of women, “washing is obligatory.” These are the true words from the Prophet. It makes no sense at all in Arabic to say, “If you touch the male circumcision for men or the female circumcision for men.” Men, does this apply to you–“male or female circumcision”? Or rather, with circumcision for men or circumcision for women, “washing is obligatory.”
Thus I say before Almighty Allah…that the female Muslim doctor, the female Muslim doctor, decides whether or not this girl needs circumcision. It might be that the girl does not need circumcision. That’s an entirely natural situation. But if this news were to get out, it could upset her relationship with husband. It would upset her marital life. The female Muslim doctor might also decide that the girl needs circumcision.
Of course this does not mean that I am subjecting the religion to inspection from a doctor. No, my brothers, this does not mean that I subject evidence from the shari’a to review from a doctor! But rather, I refer to the doctor because he confirms evidence from the shari’a. Brothers, pay attention to this–I do not subject the shari’a to examination from the doctor, for the doctor to determine whether the shari’a is healthy or not. Rather I refer the evidence from the shari’a, or I refer the case to the doctor, to confirm the object of the evidence from the shari’a. …some of them say it is required, and some say it is recommended.
I am not saying consult a barber, but consult a female doctor sister. The female doctor will decide, she might say this girl is normal or she might say that this part is excessive then you reduce it. This is justice. I don’t know why a German, British or American entity (thinks it can) come to us to decide for us the circumcision of our daughters! Why should they decide on matters of our girls and women? We base our religion on Allah’s book and the sayings of our beloved prophet and our scholars. Just study the issue in any book of fiqh. If we read the words of our scholars, and we review what the good scholars said, we will see that the issue is not new, and there is evidence for it in the book of our Lord or in the Sunnah of the Messenger (peace be upon him). I ask Almighty Allah to protect our women and girls, for He is capable over all things.

Then they come to the issue of circumcision. They have no problems left except the issue of female circumcision in Kurdistan. The mothers and sisters of more than half of your party members were circumcised. This means that you insult your own grandmother. You insult your own mother. You accuse them of ignorance. You dishonour your dead grandfather and burn his coffin for allowing the circumcision of your mother. Circumcision is a tenant of Islamic law (sharia). (…) (This bill is) to satisfy the Jews who in the conference of the Jews in Beijing discussed that female circumcision should be banned. You obey their orders and disregard the Sharia of Allah (…).
They say if a mullah, a religious man, a father, a mother, a doctor or anyone else even mentions circumcision could be a good thing for women or if a woman feels uncomfortable and says that her mood was disturbed by that statement, she can complain to one of these organizations and agencies and they will take the mullah (…) to jail. (…) They can jail you for saying that circumcision is a good thing. The Imam Shafi’i (most Iraqi-Kurds belong to the Shafi’i law school) said circumcision is good! Aren’t you following his denomination? Didn’t the KRG president say that he is a Shafi’i? Your denomination says FGM is good, and that is why I am saying it is good. If you are honest in your denomination then don’t accept this discussion to be held in the parliament. Imam Shafi’i is one of those who say that FGM is an obligation, that girls and women should be circumcised (…)
If I get asked about the religious ruling on FGM I must keep my silence and not dare to open my mouth. I must request to avoid this subject. As soon as I utter that FGM is good then they can arrest me. (…) If you don’t accept this Mr. President you are the one who receives the project. You might say that you don’t approve of the MPs. The people will love you for doing that. (…)

As you have seen it at home, there is a clear double standard in Islam. You have to face all restrictions at home while your brothers don’t have to. After marriage, the Muslim husband could dream of having 3 additional wives, could lightly beat you and give you talaak, talaak, talaak.
However, you have to decide first if you are a Muslim at all or not. If yes, you will always be worrying about the Judgment Day and Muhammad’s teachings. As per Islam, you cannot marry a Hindu. Your parents will not support you. Even after marriage to a Hindu, you will have lots of difficulty settling since you will want your daughter to be raised in restrictions. For all these reasons, if you are a Muslim, find a Muslim boy. Just make sure to find a Muslim who is open minded and one who respects you. Best wishes.
